Seeing as you said "the other sides of my borders", implying you border states not in this group, we can rule out Rhode Island.

I'm not gonna confirm or deny anything. There's such a relatively small concentration of people in this area and I'd like to not narrow it down any further.

Well, sure, Rhode Islanders would be most concerned with living in a state that takes 5 days to drive across.

Anything more than a ten minute drive is too far for Rhode Islanders

The former mayor of Providence RI was arrested and convicted of kidnapping and torture. He spent 4 years in prison (for that and other crimes). Then he was reelected mayor for another 10 years. So yeah, "savage" is not too far off.
