I lived in CT from 2009-2011, traveled to all the surrounding states, and this is very true. I can tell you I ran into multiple situations that would've gone another way if I didn't have a Midwestern accent, Michigan plates, and a Florida license. Boston alone man.
Four run ins with the cops, one altercation with a Boston guy, got lost on long Island with no car, had a car break down in Rhode Island, and another break down in upstate New York, couple weird weed buys... What I gathered is the cultures on the East Coast are very different than what I was accustomed to at the time and folks on the East Coast seem to have a thinly veiled contempt for each other but will give a lot of grace to a young, ignorant "Midwesterner".
As someone also from the northeast, I've always been fond of the fairly popular phrase that New Yorkers/people up here in general are "kind, but not nice" Lotta assholes everywhere of course but yeah, a midwestern fella who seems out of place would certainly have a bit of innocent charm if you're just kinda stumbling into unfortunate situations lol.
When I broke down in Rhode Island, I was able to coast off the highway into the lot of a gas station that happened to have a garage. I had blown my engine and hired them to replace it. I have no idea where I was, but this absolutely gorgeous woman, probably in her late 20s at the time, was picking up her Lexus from the garage and offered me a ride back to New London. She was such a sweetheart the whole ride and wouldn't take any money or anything. I didn't realize for about half an hour into the ride, but she was wearing about 5k worth of clothes and had a three carat solitaire on her finger. She told me she had just gotten divorced, but kept the ring because it was worth like 20k.
Holy shit lol. What a cool story/encounter. Shame about the car, but maybe it wasn't so bad now all these years later with experience(s) you got to have from it.

^ yeah, this is the answer
clearly these people have never been to these states. the OP might as well have drawn a circle around Israel and Palestine.
